Following the success of the 2011-2012 edition, the Asia-Europe Foundation (ASEF) and its partners have launched the second edition of Creative Encounters – Cultural Partnerships between Asia and Europe.

For this edition (2012-2013), ASEF is once again partnering with Arts Network Asia (ANA), an Asia-wide network of artists and arts organisations and welcomes a new partner, Trans Europe Halles (TEH) the European Network of Creative Arts Spaces, to support artistic collaborations between art and culture organisations in both Asia and Europe.

Through this initiative, ASEF has successfully fostered Asia-Europe partnerships and created opportunities for networking, cultural exchange, and co-operation between the two regions. The programme supports multi-lateral projects in various disciplines of contemporary arts including performing arts, visual arts, literary arts, film and new media as well as cross-disciplinary and networking projects.

Project Updates

  • The Asia-Europe Foundation (ASEF) supports the East-East 4 project, one of the core components of the forthcoming Kaunas Architecture Festival (Kafe-2013), from 22-30 September 2013 in Lithuania. This initiative aims to raise awareness on the management of sustainable urban landscapes and encourage responsible and ethical architectural design practices. 

    East-East 4 will comprise of a three-day workshop and seminar involving 10 architecture students and 10 professionals between September and October 2013. The participants will collaborate on  a design proposal for the waterfront of Kaunas, Lithuania’s second largest city. The design outcome will later be presented and exhibited at the Kaunas Architecture Festival.

    Previous activities in the framework of the East Meets East initiative were successfully organised in Kaunas (2002), Vilnius (2009) Tokyo (2011). While each of the architectural workshops had a distinctive focus, all of the events were organised by partners from Eastern Europe and East Asia. The 4th edition of the workshop in Kaunas will also be organised following the same structure and be defined around the specific theme of waterfront design.

    East-East 4, which is supported through ASEF’s programme, Creative Encounters: Cultural Partnerships between Asia and Europe, is conceptualised and organised by the Architects Association of Lithuania and the Japan Institute of Architects.

  • Since its establishment in 1996, the Asia-Europe Foundation (ASEF) has been an important funder of cultural mobility, supporting the movement of artists and cultural practitioners between Asia and Europe. It is within this framework that it will support the Platform for Asian and European Mobility Funders to discuss existing opportunities and challenges in the cultural field on 5-6 June in Prague, Czech Republic.

    The initiative - supported through ASEF’s programme Creative Encounters: Cultural Partnerships between Asia and Europe - aims to create a platform for different types of funders from both regions to meet, exchange, learn, and further explore the potential for artistic mobility, existing funding schemes, policies and practices. ASEF has a long-term commitment to promoting mobility of artists between the two regions, in particular from Asia to Europe as well as Asia to Asia.

    There are a number of gaps and important differences between Asia and Europe in the context of cultural mobility.  The current needs in this field are: comprehensive and updated information on available funding sources, efficient networks that connect funders and more regional support mechanisms in Asia as identified by the Mobility Funding Guides published by ASEF in 2012. The importance of greater cultural exchange between artists and cultural professionals between the two regions is also a priority for the Culture Ministers of Asia and Europe, and has been included in the Action Plan of Culture Ministers since the 2nd Asia-Europe Meeting (ASEM) Culture Ministers Meeting (2005, Paris).  

    The two-day Platform for Asian and European Mobility Funders will gather 30 experts from leading arts funding organisations from various sectors (public, private, national, international, regional and local). Among others, they include: Dr Shahidal ALAM, Director of Chobi Mela (Bangladesh), Ms Mariko YAMAGUCHI, Director of Tokyo Culture Creation Project at Tokyo Metropolitan Foundation (Japan), Mrs Phuong Hoa NGUYEN, Head of Europe Bureau at the Ministry of Culture and Information (Vietnam), Ms Nette GRATAMA VAN ANDEL, Coordinator at Prins Claus Fund (The Netherlands), and Diane DODD, European Liaison at the International Federation of Arts Councils and Culture Agencies (IFACCA). Together, they will engage in an open-format discussion on the development of relevant support mechanisms with shared responsibilities between countries and organisations.

    The meeting will result in recommendations for policy makers and funders based on the needs and gaps in the cultural sector.

    The Platform for Asian-European Mobility Funders originated from two series of discussions[1] on the Mapping of Funding Opportunity for International Cultural Exchange in Asia commissioned by ASEF in 2012. They focused on the necessity to identify funding opportunities and gaps in the context of international mobility of artists and cultural practitioners in Asia. As a result two mobility guides were commissioned and distributed: one is the Guide for funding opportunities for mobility in Europe (http://on-the-move.org/funding) launched in September 2011 and the other the Mobility Funding Guides, a concrete mapping of funding opportunities for international cultural exchange in Asia, which was commissioned by ASEF and launched on its online portal  culture360.org in September 2012.

  • Default13 is a masterclass and residency in Lecce (Italy), which addresses key questions on the role of cultural initiatives and government policies in revitalising urban centres. It will take place between 17-26 September 2013. It is a project conceptualised and organised by Arthub Asia (China) and RAMDOM Association (Italy) and supported through ASEF’s programme Creative Encounters: Cultural Partnerships between Asia and Europe .

    Default13 comprises a masterclass in residence and six international collateral events. The activities will lead to the proposals of artistic urban regeneration and a publication.

    Default13 is the second edition of Default, which was launched in 2011.For the open call running from 28 March to 26 May 2013, applicants are asked the following question: “What is next in art, cities and regeneration?” Eighteen artists (9 from Asia and 9 from Europe) will be selected as participants. The call for applications is currently open until 26 May. See website for details.

    Prior to the masterclass, six public events will be organised in six different cities across Asia and Europe. These events will address current practices adopted by contemporary art fields in Asia and the interplay with their European equivalent. In September, the residents will concentrate on their research through intensive workshops and seminars over ten days. They will work to expand their networks and exchange know-how with the support of a residency curator. They will also have the opportunity to meet international curators, artists, art managers and representatives of cultural organisations from both Europe and Asia. They will be led by curator, producer, director and founder of the collaborative production lab Arthub Asia, Davide QUADRIO (China), and director of the art association RAMDOM, Paolo MELE (Italy).

    Following the masterclass, the participants will submit their proposals. A selected few will be produced by RAMDOM and the artspace Manifatture Knos (Lecce, Italy), and a publication showcasing the  processes and works will also be released.

    The project seeks to build a bridge between Asia and Europe, by involving artists and professionals from diverse backgrounds. A series of activities will enable the development of concepts that open up new possibilities for visual arts in the context of urban environments.

    Catch-Tell-Transform: The 4th Documentary Filmmaker’s Workshop

    April – October 2013 in Manila, Philippines

    A capacity building workshop gathering young filmmakers and mentors from Asia and Europe.  Each participant will take part in lectures, screenings, production training and on-location shooting sessions to create an original documentary film. Upon completion, the films will be widely screened including at film festivals in Asia and Europe.  This project builds on a legacy of ASEF projects that have supported young filmmakers from the two regions since 2002.

    Platform for Asian and European Mobility Funders    

    5-6 June 2013 in Prague, Czech Republic

    A networking meeting for Asian and European arts funders (public and private) to jointly explore the issues and challenges related to the mobility of cultural practitioners, especially between Asia and Europe.  The meeting aims to position cultural mobility and exchange at the heart of cultural policies governing international cultural co-operation.

    20 July -7 August 2013 in Vienna, Austria

    A series of dance performances and public dialogues that will take place in the framework of the exhibition ‘Dance in Asia’ at the Museum of Ethnology. The highlight of this performance will be the presentation of the lives and works of contemporary artists in relationship to historical artefacts from the museum collection.

    Towards an Indonesian Literary Translation Centre - Workshops     

    22-29 September 2013 in Jakarta, Indonesia

    A series of intensive translation workshops for authors and emerging translators that aims to promote literary translations between Asian and European languages. The event will conclude with a public reading of the translated works. This project is part of larger goal to set up Indonesia’s first translation centre.

    DEFAULT 13      

    17-26 September 2013 in Lecce, Italy

    A biennial project that addresses key questions about the role of cultural initiatives and government policies in revitalising urban centres. In 2013, the 2nd edition of this project offers a ten-day masterclass and residency for young visual artists from Asia and Europe. Here, they will discuss the role of art in social and urban contexts and make proposals for site-specific art works. A series of public meetings will also be organised before the residency to raise awareness on public art and urban regeneration. The number 13 in the title refers to the year 2013. The 1st edition of the project took place in 2011.

    East-East 4

    23 - 29 September 2013 in Kaunas, Lithuania

    A workshop and seminar for architecture students from Asia and Europe to encourage responsible and ethical architectural design practices. In its fourth edition in 2013, participants will work together and make a design proposal for the waterfront of Kaunas, Lithuania’s second largest city. The design will be presented and exhibited at the Kaunas Architecture Festival. The project is named after its efforts to connect Eastern Europe with East Asia.

  • This month, the Asia-Europe Foundation (ASEF) focuses on next generation documentary filmmakers through ‘Catch-Tell-Transform: 4th Documentary Filmmakers’ Workshop’. This workshop is a capacity-building project based in Manila, The Philippines. The project builds on a legacy of ASEF projects that have supported young filmmakers from Asia and Europe since 2002.

    Twelve emerging filmmakers from seven ASEM countries were selected through an open-call to take part in the Manila workshop.  The sessions comprise lectures, screenings, discussions, and production training. Over a period of seven months, the participants will be guided by professional mentors. In the end, each participant will produce an original documentary film.  Later this year, these films will be screened by the organising partners and a select few will premiere at various film festivals.

    Overall the ‘Catch-Tell-Transform’ project is a unique initiative that gathers young promising filmmakers from Southeast Asia to enhance their skills and build new audiences for their work. The project is supported through ASEF’s Creative Encounters: Cultural Partnerships between Asia and Europe programme.

    ‘Catch-Tell-Transform’ is the brainchild of the Goethe Institute in Manila  and The Embassy of France to the Philippines and was first launched in 2010. In 2013, Les Ateliers Varan  (France), Film Development Council of the Philippines, De La Salle - College of Saint Benilde (The Philippines), University Philippines Film Institute , In-docs (Indonesia) and The Embassy of France in Malaysia  are also collaborating on the project. 

  • The Asia-Europe Foundation (ASEF) and its partners the Arts Network Asia (ANA) and Trans Europe Halles (TEH) are delighted to announce the 6 winners that have been selected among the 13 shortlisted projects of the latest edition of Creative Encounters (2012-2013.)

    The selected projects are:

    DEFAULT 13 (Italy/China): A 10-day residency between 18 artists from Asia and Europe to take place in Lecce, Italy, to discuss the role of art and its implications in social and urban contexts.Organisers: Ramdom Association (Italy) and Art Hub Asia (China.) Date: September 2013.

    Franco-German documentary film training (France/Germany/Philippines/Indonesia/Malaysia): This project will provide professional training in documentary filmmaking to a selected number of young filmmakers from Indonesia, Malaysia, and the Philippines.Organisers:  Goethe Institut Manila and the Embassy of France to the Philippines, in collaboration with Ateliers Varan in Paris. Date: April-November 2013.

    Architectural Event in Kaunas (Lithuania/Japan): As part of the Kaunas Architecture Festival 2013, this project comprising an exhibition, workshop, and seminar, will gather 20 architecture students from Japan and Lithuania to develop design proposals for the Kaunas city waterfront area.Organisers: Architects Association of Lithuania and Japan Institute of Architects. Date: September 2013.

    Platform for Asian and European Mobility Funders (Belgium/Czech Republic/Indonesia): This 2-day meeting will provide an opportunity for Asian and European funders to meet, exchange, and learn from various experiences, as well as explore the future potential of mobility and exchange in the field of art and culture.Organisers: Art Theatre Institute (Czech Republic), Kelola Foundation (Indonesia), On The Move (Belgium.) Date: June 2013

    Public Laboratory (Austria/Indonesia): The Museum of Ethnology in Vienna will present an exhibition on ‘Dance in Asia’ involving 5 Asian choreographers as co-curators. The exhibition will present the lives and works of contemporary artists in relationship to historical artefacts from the museum’s collection.Organisers: Museum für Völkerkunde (Museum of Ethnology) Vienna (Austria), Jakarta Institute of Performing Arts (Indonesia) and ImPulsTanz (Austria.)     Toward an Indonesia Literary Translation Centre (China/Indonesia/United Kingdom): This series of workshops aims to promote literary translation by involving a group of emerging translators led by an author and a translator in Bahasa Indonesia, English, and Chinese.Organisers: Paper Republic (China), Inisiatif (Indonesia), British Centre for Literary Translation (United Kingdom.) Date: June and September 2013

    ASEF would like to congratulate the successful project applicants and thank all those who have expressed their interest in the Creative Encounters Programme.

    The Creative Encounters programme supports collaborative bi-regional projects initiated by artists, cultural managers, arts organisations, and art networks. Through this initiative, ASEF has successfully fostered Asia-Europe partnerships and created opportunities for networking, cultural exchange, and co-operation between Asia and Europe.

  • 13 creative proposals have been shortlisted from over 300 submissions for the 2nd edition of the Creative Encounters – Cultural Partnerships between Asia and Europe. It is an initiative by the Asia-Europe Foundation, Arts Network Asia and Trans Europe Halles.

    The shortlisted applicants are requested to submit a detailed proposal on or before Friday, 21 September 2012. Successful applicants will be notified by 31 October 2012.

    Meanwhile, two projects from the first edition of the Creative Encounters are taking place in Indonesia and in Germany.

    ‘The Ripple Effect’ presented its final performance in Maluku, Indonesia (11-23 September 2012). This multi-disciplinary, high-quality performance, developed through a one-year programme of creative collaborations in France, India, Indonesia and the UK, includes practical training and community engagement using a wide variety of art-forms, from traditional to experimental. The underlying idea is to create new techniques in living art pedagogy.

    ‘The Wasteland Twinning Network Forum’ has taken place at ZK/U Berlin, Germany (21-23 September 2012). The exhibition and public forum brought together international project partners from Europe, Asia and Australia to present their collaborative research. The study involves an exploration of urban wastelands and networked trans-disciplinary practice in five cities, Amsterdam, Berlin, Guwahati, Nottingham and Yogyakarta.

  • Deadline for the submission of proposals for Creative Encounters – Cultural Partnerships between Asia and Europe, an initiative by the Asia-Europe Foundation, Arts Network Asia and Trans Europe Halle will be extended from 30 June 2012 to 31 July 2012.

    The announcement of the shortlisted applications will be posted on ASEF and ANA website on 31 August 2012

Arts and cultural organisations are invited to submit proposals by 30 June 2012 for the second edition.

    The Creative Encounters programme supports multilateral projects in various disciplines of contemporary arts including performing arts, visual arts, literary arts, film and new media as well as cross-disciplinary and networking projects.

    The programme will foster engagement across cultures through artistic collaborations, exchanges and dialogues. This will deepen mutual understanding between the cultural communities of the two regions.

    ASEF’s Creative Encounters is in partnership with Arts Network Asia (ANA) and Trans Europe Halles (TEH). The selected projects will take place between 1 October 2012 and 30 September 2013.
