The 16th Informal ASEM Seminar on Human Rights was held on 8th-10th November 2016 in Beijing, China, on the theme of “Persons with Disabilities and Human Rights”.

The World Health Organisation (WHO) estimates that about 1 billion people (15 percent of the world’s population) experience some form of disability, with about 80 percent of persons with disabilities living in developing countries.

Perceptions of persons with disabilities vary across the world; persons with disabilities often face discriminations at multiple levels which can affect them emotionally, physically and economically. Many of them do not have access to necessary support and aid, while some do not even have access to their basic rights; they suffer from socio-cultural and economic barriers to participation in mainstream society, to distinct violations of their individual rights.

The focus of the 16th Informal ASEM Seminar on Human Rights was on the promotion and protection of the rights of persons with disabilities, in 2016, from a human rights-based approach to the topic.

The Seminar took place in four simultaneous working group discussions, on the following topics:

  1. Participation in political and cultural life
  2. Social and economic inclusion
  3. Legal status, justice and remedy
  4. National implementation and international cooperation

Information:

This Seminar series is co-organised by the Asia-Europe Foundation (ASEF), the Raoul Wallenberg Institute (nominated by the Swedish Ministry of Foreign Affairs), the French Ministry of Foreign Affairs and International Development, the Philippine Department of Foreign Affairs and the Swiss Federal Department of Foreign Affairs. The 16th Informal ASEM Seminar on Human Rights is hosted by the Ministry of Foreign Affairs of the People’s Republic of China.

Given the nature of the Seminar, participants were invited individually by the co-organisers; there was no open call for participation.

Project Updates

  • The 16th Informal ASEM Seminar on Human Rights will be held from 8-10 November 2016 in Beijing, China. Hosted by the People’s Republic of China Ministry of Foreign Affairs, the China Disabled People’s Federation and China University of Political Science and Law, the Seminar will focus on the theme “Persons with Disabilities and Human Rights”.

    2016 is a key year for this seminar series – not only is the topic of ‘persons with disabilities and human rights’ important in enhancing cooperation among ASEM countries on disability issues, but also because Switzerland formally joins the Informal ASEM Seminar on Human Rights as one of the co-organisers along with ASEF, the Swedish Raoul Wallenberg Institute, the French Ministry of Foreign and International Development, and the Philippine Department of Foreign Affairs.

    Expected to be attended by over 120 participants, the Seminar will provide a platform for an exchange of views on the rights of persons with disabilities among senior government officials, human rights ambassadors, academics as well as disability experts and advocates, including representatives of the ASEAN Disability Forum, the European Disability Forumand the UN Committee on the Rights of Persons with Disabilities, amongst other international and national organisations.

    Key messages from the Seminar will be shared with ASEM Partners and civil society members. The Seminar report will also be available for free download on ASEF website

    Commemorating the 10th anniversary of the adoption of the “United Nations Convention on the Rights of Persons with Disabilities”, the Asia-Europe Foundation (ASEF) will organise the upcoming 16th Informal ASEM Seminar on Human Rights, Persons with Disabilities and Human Rights, 8-10 November 2016 in Beijing, China. The event will be hosted by the Ministry of Foreign Affairs of the People’s Republic of China and the China Disabled Persons’ Federation.

    More than 120 participants, including senior government officials, organisations representing persons with disabilities, and disability rights experts from across Asia and Europe will participate in this Seminar.  It will be a unique platform for stakeholders active at the national, regional and international levels to discuss the promotion and protection of the rights of persons with disabilities.

    The 3-day Seminar will have 4 working groups, addressing key aspects of the topic: Participation in Political and Cultural Life; Social and Economic Inclusion; Legal Status, Justice and Remedy; and National Implementation and International Cooperation.

    The rapporteurs, Ms LI Xiaomei, Deputy-Director General of the International Department of China Disabled Persons’ Federation, and Prof. Gerard QUINN, Director of the Centre for Disability Law and Policy of NUI Galway, will gather key messages, which will be later shared with ASEM governments and civil society members.

    The Informal ASEM Seminar on Human Rights series is organised by ASEF, the Swedish Raoul Wallenberg Institute, the French Ministry of Foreign Affairs and International Development, and the Philippine Department of Foreign Affairs.
