Since its launch in 2009, ASEF Public Health Network (ASEF PHN) has been promoting the bi-regional exchange of public health priorities with a strong focus on emerging infectious diseases (EIDs), including pandemic influenza.

ASEF PHN works on the following topics.

  • Risk Communication for Public Health Emergencies

    Since 2013, ASEF PHN has organised more than 14 high-level meetings, workshops, and research initiatives to strengthen risk communication capacities across Asia and Europe – one of the 13 core capacities under the International Health Regulations (IHR 2005). The programme addresses inclusive communication strategies during health emergencies, with a focus on reaching vulnerable populations, combatting infodemics, and strengthening whole-of-government approaches to crisis communication.

  • Antimicrobial Resistance (AMR) & Universal Health Coverage (UHC)

    Antimicrobial resistance is one of the top 10 global public health threats, making infections increasingly difficult to treat. From 2018 to 2025, ASEF PHN facilitated dialogue on AMR and its links to UHC and pandemic preparedness. This included policy dialogues, contributions to UN processes, and a joint pilot project with WHO translating the AMR People-Centred Approach into practice across four countries.

  • One Health Approach to Emerging Infectious Diseases

    Human, animal, and environmental health are deeply interconnected, and emerging infectious diseases increasingly arise at these intersections. In 2026, ASEF PHN adopted a One Health framework recognising these links. The programme is currently deepening this focus through a multisectoral dialogue on climate change and infectious diseases.

ASEF PHN is also actively involved in various international fora on global health security such as WHO’s Bi-regional/Regional Technical Advisory Group on the Asia-Pacific Stategy for Emerging Diseases and Public Health Emergencies (APSED III) Partners’ Forum.

ASEF PHN is a member of the Global Health Security Agenda (GHSA) since June 2021 and a member of UHC2030 since July 2022.
