Ninety participants comprising government officials, cultural managers, artists, and cultural industry representatives from from 24 ASEM member countries, the EU, and UNESCO debated on four inter-related themes at the conference:

- The development of culture and cultural industries in Asia and Europe

- The impact of globalisation and privatisation on culture and cultural industries

- The role of private cultural industries, in addition to the traditional role of the state, in promoting the arts and culture

- Co-operation among national institutions, international institutions, and multinational corporations involved in cultural industries
