As the negotiations for the UN Sustainable Development Goals and the 2015 Climate Agreement approach their final phases, the ASEAN community, which is highly vulnerable to climate change, has an important role in securing a fair and ambitious agreement. The Handbook for ASEAN Member States’ Government Officials on Climate Change and the United Nations Sustainable Development Goals was developed by the Asia-Europe Environment Forum (ENVforum) with the support of the French Delegation for South-East Asia and the Hanoi office of Hanns-Seidel Foundation, Viet Nam to support this process.
Upon introducing the evidence of climate change and global climate negotiations, this manual elaborates on the role of regional groups in these negotiations and focuses on ASEAN climate change challenges and policies on both national and regional level. It aims to contribute to the discussions taking place in preparation for the upcoming United Nations Framework Convention on Climate Change (UNFCCC). The Handbook serves as a resource for ASEAN governmental officials, as well as UNFCCC negotiators.
