NAVIGATING INDONESIA’S SCIENCE AND TECHNOLOGY DIPLOMACY ECOSYSTEM

As part of the Asia-Europe Science & Technology Diplomacy Initiative, in 2025, we will conduct Country Focused Workshop Series entitled “Navigating Science and Technology Diplomacy Ecosystems”.

This workshop series builds upon the research done in 2024 for the Asia-Europe Science & Technology Diplomacy Report. which mapped Science and Technology Diplomacy strategies, priorities, and tools across Asia and Europe, providing a mapping of the status of Science Diplomacy across the two regions. Learn more about the Report and ASEF’s work in the field of Science and Technology Diplomacy in 2024 here.

INDONESIA is emerging as a dynamic player in Science and Technology Diplomacy (STD), leveraging its vast natural resources, growing innovation ecosystem, and strategic geopolitical position. As the world’s fourth most populous country and the largest economy in Southeast Asia, Indonesia’s investment in science, technology, and innovation (STI) is pivotal not only for its own development but also for regional and global collaboration. While Indonesia does not yet have a dedicated science diplomacy strategy, key elements have long been embedded in its foreign policy, with increasing government support and institutional coordination driving its evolution. The country’s diplomatic focus on climate change, public health, and digital transformation further underscores the growing role of science in foreign policy.

With this final workshop series, we aim to also highlight the preparations for the hosting of the World Science Forum 2026 in Jakarta, Indonesia by the National Research and Innovation Agency (BRIN) and Agency for the Assessment and Application of Technology (AAAT).

DR. R.M. Marty M. NATALEGAWA

Foreign Minister of Indonesia (2009 – 2014)

Dr. R.M. Marty M. Natalegawa served as Indonesia’s Foreign Minister from 2009 to 2014, following earlier roles as Indonesia’s Permanent Representative to the United Nations and Ambassador to the United Kingdom and Ireland. He is the author of Does ASEAN Matter? A View from Within and has co-authored works on geopolitics and Indonesia’s economy.

Dr. Natalegawa is a member of the UN Secretary-General’s High Level Advisory Board on Mediation, and has served on several other key UN bodies, including the Advisory Board on Disarmament and the High Level Panel on Global Response to Health Crises. Within ASEAN, he played a pivotal role in advancing the ASEAN Community, initiating the East Asia Summit, and advocating for peaceful dispute resolution and regional cooperation.

He currently chairs the Asia Pacific Leaders Network for nuclear non-proliferation, is a Distinguished Fellow at the Asia Society Policy Institute, and holds advisory positions with institutions such as the Oxford Centre for Islamic Studies and the Global Centre for Pluralism. 

Dr. Natalegawa has been recognized with Indonesia’s Satyalancana Wira Karya and Bintang Mahaputra Adipradana medals, and was made an Honorary Knight Commander of the Order of St. Michael and St. George (KCMG) by Queen Elizabeth II. He holds a D.Phil. from the Australian National University, an M.Phil. from the University of Cambridge, and a BSc (Hons) from the London School of Economics.

Dr Joannes E TANDJUNG

Director for Strengthening Partnership on Infrastructure Research and Innovation, National Research and Innovation Agency of the Republic of Indonesia (BRIN)

Dr Joannes Ekaprasetya Tandjung, known as JET, is a career diplomat with more than two decades of service at the Ministry of Foreign Affairs of the Republic of Indonesia. Dr Tandjung began his assignment as Director for Strengthening Partnership of Research and Innovation at the National Research and Innovation Agency from 18th October 2024. As the Director, Dr JET is mandated to address strategic issues on research and innovation infrastructure as well as finding potential partners to promote collaboration on research and innovation.

Prior to this assignment, Dr Tandjung was tasked as the Minister Counsellor in Indonesian Embassy in Seoul from October 2020-July 2024. Tandjung was graduated as Doctor of Philosophy (PhD) in the University of Sydney, Law Faculty in 2019. He obtained a Master’s degree study in the same university focusing on International Law (MIL) back in 2006. During the second decade of his career in the Foreign Ministry, he was tasked as Deputy Director on Economic, Trade, Investment and Social Cultural Treaties, whereas in the first decade of his career in the Foreign Ministry, Joannes was specialised in multilateral affairs, including Indonesia’s active role in the United Nations and its bodies/agencies, World Trade Organization, World Intellectual Property Organization, Non-Aligned Movement.

Joannes has been posted in the Permanent Mission of the Republic of Indonesia to the United Nations, World Trade Organization and other International Organizations in Geneva, Switzerland (2007-2011) and Permanent Mission of the Republic of Indonesia to the European Community in Brussels, Belgium (2004). In line with his work and study, Joannes is a dedicated promoter of economic and cultural diplomacy through Batik and traditional textiles/fashion. He has also appeared as presenter and moderator in various events in Indonesia and abroad.

Dr. Boediastoeti ONTOWIRJO

Deputy Chairman for Research and Innovation Policy, National Research and Innovation Agency of the Republic of Indonesia (BRIN)

Professionally, Dr. Boediastoeti Ontowirjo currently serves as the Deputy for Research and Innovation Policy at the National Research and Innovation Agency (BRIN) since May 2022. In this role, she is responsible for formulating and setting research and innovation policies, coordinating and synchronizing programs, budgets, and work plans, and overseeing nuclear energy and space activities. She also chairs the ASEAN Committee on Science, Technology, and Innovation (COSTI) of Indonesia, where she leads significant initiatives, including collaborations with ASEAN-Korea, ASEAN-US, and ASEAN-India, and advises on the Roadmap on Blue Economy. Her leadership extends to high-profile events like the ASEAN Economic Forum & GATES Enterprise Tech Channel Summit 2024 and the ASEAN Ministerial Meeting for Science and Technology.

Dr. Ir. Boediastoeti Ontowirjo, MBA, has an impressive educational background in management and engineering. Additionally, she was recognized with The Best of Research Proposal at “The 4th Management Research Center’s Doctoral Journey in Management” in 2009. She holds an MBA in Finance from the Graduate School of Business Administration at Northeastern University, Boston, MA, completed in 1999, and a Bachelor’s degree in Civil Engineering from the Faculty of Civil Engineering and Planning at Institut Teknologi Bandung (ITB), graduated in 1992.

Dr Dudi HIDAYAT

Director, Directorate for Political, Law, Defence and Security Policy, National Research and Innovation Agency of the Republic of Indonesia (BRIN)

Dr. Ir. Dudi Hidayat, is the Director of Political, Legal, Defence and Security Policy at the National Research and Innovation Agency – Indonesia. Dr Dudi Hidayat obtained an M.Sc. degree in Applied Physics from Delft Institute of Technology (Netherlands) and an M.Sc. in S&T Policy from the Science Policy Research Unit (SPRU) at Sussex University (England). He completed his doctoral education in the field of public administration from the University of Indonesia, Jakarta. Since 1995, he has been a researcher at the Research Center for Science and Technology Development of the Indonesian Institute of Sciences (LIPI) in the field of science and technology indicator development and science and technology policy analysis. From 1999-2001, he was a project manager of the Industrial Technology Development Program, which aimed to strengthen LIPI’s management system as a research provider to serve the industrial sector. He was also an expert on S&T indicators in the ASEAN-ROK Project for ASEAN Technology Competitiveness Indicators (2002-2004). From 2008-2010, he served as Head of the Research Center for Science and Technology Development-LIPI. In 2019-2021 he served as the the Head of the Research Center for STI Policy and Management of the Indonesian Institute of Sciences. Since the establishment of the National Research and Innovation Agency (BRIN) in 2021 until Desember 2024, Dudi served as the Director for Research, Technology Innovation Policy Formulation. Dudi is currently the Director for Political, Legal, Defense and Security Policy under Deputy Chairman for Development Policy, BRIN.

Mr Dedy SAPUTRA

Senior Policy Analyst, Ministry of Higher Education, Science and Technology, Indonesia

Mr Dedy Saputra is a Senior Policy Analyst at the Ministry of Higher Education, Science & Technology (Kemdiktisaintek) of Indonesia. He began his professional career as a researcher in science and technology policy at the Indonesian Institute of Sciences (LIPI). Dedy holds a Master’s degree in Public Policy from Flinders University, Australia. Over the years, he has held strategic policy and leadership roles at Kemendikbudristek, Kemenristekdikti, Kemenristek as well as BRIN. He has been actively engaged in the development and management of Science and Technology Parks (STPs), including participation in international training and internship programs in Japan, the Netherlands, New Zealand, and the UK. He is also actively involved in regional and international forums on science, technology, and innovation (STI), contributing to policy dialogue and foresight initiatives across ASEAN and beyond. His work focuses on strengthening Indonesia’s STI ecosystem through evidence-based policy and cross-sector collaboration.

The Role of Academia and Research Institutions in Indonesia’s Science and Technology Diplomacy Ecosystem

Dr Edy Giri RACHMAN PUTRA

Deputy Chairman, National Research and Innovation Agency of the Republic of Indonesia (BRIN)

Dr Edy Giri Rachman Putra has been appointed as the Deputy Chairman of Human Resources for Science and Technology at the National Research and Innovation Agency of the Republic of Indonesia (BRIN) since 2023. He started his career as a researcher at the National Nuclear Energy Agency of Indonesia (BATAN) in 1994. In his management career, he served as Director of the Polytechnic Institute of Nuclear Technology (Poltek Nuklir) in Yogyakarta, Indonesia, from 2016 until 2021. He has strengthened collaboration in nuclear education with universities and research institutions, particularly with those in Russia and Thailand. As the current Deputy Chairman for the Human Resources of Science and Technology, he has the responsibility and authority to develop and strengthen the capacity of national science and technology human resources in collaboration with other ministries, universities, research institutions, and industries. A presidential regulation (Decree) regarding National Talent Management has been approved for implementation, serving as the basis for accelerating the Researcher Mobility and Degree by Research programs, as well as other science and technology human capacity-building schemes.

Head of Bureau for Legal and Cooperation, National Research and Innovation Agency of the Republic of Indonesia (BRIN)

Ms. Tri Sundari currently serves as Head of the Bureau for Legal and Cooperation at the National Research and Innovation Agency (BRIN) of Indonesia. She earned her Bachelor of Pharmacy from Airlangga University (UNAIR), Surabaya, in 2003, and completed a Master’s degree in Health Science from the Queensland University of Technology (QUT), Brisbane, Australia, in 2008. Ms. Sundari began her professional career in December 2003 as a Policy Analyst at the Ministry of Research and Technology. In 2009, she was appointed as Head of Subdivision, and by 2011, she was entrusted with managing international cooperation initiatives. In 2013, she became Deputy Director for International Network, overseeing bilateral, regional, and multilateral collaborations, including with ASEAN COSTI, APEC PPSTI, SEA-EU-NET, NAM S&T Center and ASEM. Following this role, she served as Head of the Cooperation Division at the Ministry of Research, Technology and Higher Education (2014-2020). From November 2021 to January 2025, she has been serving as Director of Management for Research and Innovation Permits and Scientific Authorities.

Dr. Ocky KARNA RADJASA

Chairman of Research Organization for Earth Sciences and Maritime, National Research and Innovation Agency of the Republic of Indonesia (BRIN)

Prof. Ocky Karna Radjasa is Chairman of the Research Organization for Earth Sciences and Maritime at Indonesia’s National Research and Innovation Agency (BRIN), overseeing nine research centres. He holds a Ph.D. in Marine Microbiology (University of Tokyo, Japan), an M.Sc. in Microbiology (McMaster University, Canada), and a B.Sc. in Biology (Jenderal Soedirman University, Indonesia). His research specializes in marine microbial diversity and bioprospecting. Previously, he served as Deputy for Earth Sciences at the Indonesian Institute of Sciences (LIPI) and Director of Research and Community Service at Indonesia’s Ministry of Higher Education, Research, and Technology. His distinguished accolades include the Cipta Lestari KEHATI Award (2006, Indonesian Biodiversity Foundation), Collaborative Development Award (2013, British Council), Biovision Catalyzer Award (2013, Biovision World Life Science Forum), Equipment Award (2014, German Ministry of Economic and International Cooperation), the Habibie Prize (2022, for contributions to Indonesian science), and the 2025 Science and Technology Award from Indonesia Toray Science Foundation (ITSF). These honours have reflected his leadership in advancing Indonesian marine science and innovation.

Prof. Ni Luh Putu Indi DHARMAYANTI

Chairman of Research Organization for Health, National Research and Innovation Agency of the Republic of Indonesia (BRIN)

Prof. Dr. Ni Luh Putu Indi Dharmayanti, DVM, M.Si, is the Chairman of The Research Organization for Health at the National Research and Innovation Agency-Indonesia and former Director of the Indonesian Research Center for Veterinary Sciences, Ministry of Agriculture. Prof Indi is an expert on Virology, Emerging and Re-emerging diseases, molecular biology, and vaccinology. She has been involved in many international activities including Asia Pacific Infectious Diseases Shield; prepared Indonesia’s concept for collaborative research on Holistic Health on Post Pandemic Period (Science20 in G20 countries, 2023); She is also involved in the Regional Consultation on Health Research Government and Management to provide strategies for health research in the WHO South-East Asian Region (2023). She has served as the leader of many International Projects such as National Coordinator of Zoonotic Disease Integrated Action (ZODIAC, IAEA, 2023-2028), RAS5085 Avian Influenza Project (IAEA, 2021-2023); The Covid-19 project (INT0098, IAEA); ACIAR – Global Burden of Animal Diseases Initiative (2023-2025): and contributes on Research Collaboration 2017/2020; NIH – 2019 – South- Southeast Asian Emerging Infectious Diseases Research Center: Longitudinal Study on Nipah Virus Prevalence in Indonesia; Tokyo University-Zoonotic Diseases from Rodentia, 2018/2019; and others. Prof Indi has 12 Intellectual Property Rights including licenses from several Industries. She received awards such as the Satyalancana Pembangunan (2024), 95 Inspiring women from Ministry of Women Empowerment and Child Protection (2023); the 3rd Winner of Best Research from the Kalbe Ristek Science Award, Kemenristekdikti (2014); Productive Intellectual Property Rights Award in 2020, and the award for high-quality scientific articles in the field of health and medicine in 2020, etc.

Dr. Andes HAMURABY ROZAK

Chairman of the Research Organization for Life Sciences and Environment National Research and Innovation Agency of the Republic of Indonesia (BRIN)

Dr Andes Hamuraby Rozak is a research professor on ecology and conservation at the National Research and Innovation Agency (BRIN) of the Republic of Indonesia. He is currently appointed as the Chairman of the Research Organization for Life Sciences and Environment (ROLSE). The ROLSE is an executing agency of research and innovation dedicated to comprehensive research, development, and innovation in the fields of life sciences and the environment. The organization focuses on fundamental and applied research and innovation, providing crucial scientific input for biodiversity conservation, sustainable resource management, and environmental protection. Structured into eight specialized research centers, the organization actively contributes to the development of science and technology, provides policy recommendations, and fosters extensive international collaborations to advance scientific standing and address critical environmental challenges as a megabiodiversity country. 

Prof KRMH Tatas BROTOSUDARMO

Representative for ASEAN, EURAXESS Worldwide

Dr. Tatas Brotosudarmo (born in 1981) is a biochemistry professor at Petra Christian University in Surabaya, Indonesia, with extensive expertise in food chemistry and analysis. He is committed to enhancing EU-ASEAN relations through interdisciplinary and cross-sectoral partnerships. As the EURAXESS Worldwide Representative, he is a key mediator in strengthening Europe-ASEAN scientific ties, focusing on research initiatives like Horizon Europe and promoting researcher mobility and exchanges. With over 20 years of research management experience, Dr. Tatas provides consultancy services to ASEAN institutions, helping them build resilient research frameworks, drive innovation, and cultivate strategic international partnerships. His efforts have elevated the global profile of research communities, fostering collaborations that contribute to sustainable progress. Dr. Tatas has received prestigious awards and fellowships, including the 2017 Toray Science & Technology Award, the 2017 Study UK Alumni Award, the 2019 Georg Foster Research Fellowship from the Alexander von Humboldt Foundation. He has held notable positions, such as President of the Indonesian Chemical Society and Vice President for Science and Policy at the Indonesian Young Academy of Sciences. As the founding chair of the MCAA Southeast Asia Chapter, he has been instrumental in nurturing EU-ASEAN research networks. Holding a master degree in chemistry from Ludwig-Maximilian University in Munich and a Ph.D. degree in molecular & cellular biology from the University of Glasgow, Dr. Tatas brings a wealth of global experience.

Dr lham Akbar HABIBIE is a co-founder and shareholder of PT. ILTHABI Rekatama, a private investment company in Indonesia, which he joined as a President Director in 2002, and starting 2021 he became the Chairman of the company. Through ILTHABI and sometimes privately he has invested into various companies in the fields of oil & gas, energy, mining, manufacturing, aerospace, ICT, property, financial services and others. Ilham is also a co-founder and Chairman of Board of Trustees of the Habibie Center (www.habibiecenter.or.id), a NGO and Foundation. Currently he is also heading WANTIKNAS, the National ICT Council of Indonesia as its Chief Executive. This is a government advisory body includes cross-sectoral participation of ministries and other partners from business, academia and civil society organisations (www.wantiknas.go.id). He is also the Chairman of PT. Visi Media Asia tbk (VIVA); an Indonesian Media Conglomerate (www.vivagroup.co.id), the Chairman of PT. Head of Research Center for Deep Sea, National Research and Innovation Agency of the Republic of Indonesia (BRIN)

Dr. Intan Suci Nurhati is a senior researcher and the Head of the Research Center for Deep Sea of Indonesia’s National Research and Innovation Agency (BRIN). She received her B.A. from Wesleyan University and Ph.D. from Georgia Institute of Technology. As a climate and marine scientist, she served as a lead author for the Intergovernmental Panel on Climate Change (IPCC)’s Sixth Assessment Report, and currently as in the Third World Ocean Assessment. She had received several awards such the Green Talent Award from the German Federal Ministry of Education and Research, Ikon Prestasi Pancasila and Satyalencana Wira Karya from the Government of Indonesia.

Dr. Peter EISNER

Deputy Institute Director, Fraunhofer Institute of Process Engineering and Packaging

Prof. Dr. Peter Eisner earned his Diploma degree in process engineering, his Ph.D. and his habilitation thesis all at Technical University Munich, Germany. He is Professor at the Technical University Munich in Freising. At Fraunhofer Institute for process engineering and packaging he is deputy director and responsible for the international activities and for all aspects of technology transfer such as patenting, licensing and founding of start-ups. He is founder and co-founder of seven companies. In Brazil, he is heading the “Fraunhofer Innovation Platform for New Food Systems at ITAL”, that is located since 2014 at the Institute of Food Technology (ITAL), in Campinas, São Paulo. In this frame, many projects together with partners from research and industry from Brazil and Germany have been carried out. Peter Eisner has long-term expertise in food protein research where he published many research papers, technical papers, and more than 75 patent applications. In November 2014, Stephanie Mittermaier, Katrin Petersen and Peter Eisner were awarded with the Federal German President’s Award for Innovation in Science and Technology “Deutscher Zukunftspreis”.

Mrs Josephine SATYONO

Executive Director, UN Global Compact Network Indonesia (IGCN)

Mrs Josephine Satyono is the Executive Director of the UN Global Compact Network Indonesia (IGCN) and the Regional Network Council Chair for Asia & Oceania at the UN Global Compact. With over 35 years of experience in multinational corporations and international organizations, she brings a deep expertise in strategic initiatives, cross-sector partnerships, and collaborative impact. Josephine is a passionate advocate for sustainability and responsible business practices. She works across a broad spectrum of stakeholders—including UN agencies, government institutions, the private sector, academia, and civil society organizations—to promote sustainable business practices and responsible corporate governance. Under her leadership, IGCN has significantly expanded its reach and influence, helping companies integrate sustainability into their core strategies and operations. She has played an active role in advancing key initiatives related to environmental stewardship, human rights, women’s empowerment, anti-corruption, and ethical governance. Her efforts are focused on mobilizing the private sector to contribute meaningfully to both national priorities and the UN Sustainable Development Goals (SDGs). Beyond her professional commitments, Josephine is deeply dedicated to volunteerism and community engagement. Her contributions have been recognized with several accolades, including the Jack Welch Elfun of the Year Award (2002) for outstanding volunteer service and the Philippe Award (2003) for exceptional community involvement at GE.

Dr R. HENDRIAN

Deputy Chairman for Utilization of Research and Innovation, National Research and Innovation Agency of Republic Indonesia (BRIN)

Dr R. Hendrian currently serves as the Deputy Chairman for Utilization of Research and Innovation at the National Research and Innovation Agency (BRIN). In this capacity, he plays a strategic role in facilitating the commercialization and societal application of research outputs. His responsibilities include overseeing national initiatives on research utilization, strengthening collaborations between BRIN and external stakeholders, including industries, government institutions, and international partners, and supporting policy recommendations to bridge research with innovation ecosystems. His leadership contributes to enhancing the national innovation ecosystem and promoting impactful research utilization across sectors. Dr. Hendrian holds a Bachelor’s degree from the University of Indonesia (1990), a Master’s degree from Leiden University in the Netherlands (2002), and a Doctoral degree from Tokyo University of Agriculture, Japan (2008). With a background that spans biology, taxonomy, and science management, he brings interdisciplinary expertise to his role in public-sector innovation. His experience in leading key botanical research institutions and directing multi-sector partnerships underscores his contribution to science diplomacy, where he supports knowledge transfer, fosters strategic collaboration, and advances the national interest through science-informed policymaking.

Director for American and European Intra- and Inter-regional Cooperation, Ministry of Foreign Affairs of the Republic of Indonesia

Mrs Nidya Kartikasari is a senior Indonesian diplomat with over 20 years of experience and currently serve as Director for American and European Intra- and Inter-regional Cooperation at the Ministry of Foreign Affairs since 2021. She plays a key role in Indonesia’s trade diplomacy across two strategic regions including Co-chair of the Sub-Committee on Cooperation under the Indonesia–EFTA CEPA and Lead Negotiator for the cooperation pillars of both the Indonesia–EU CEPA and the Indonesia–Eurasian Union FTA. Nidya began her diplomatic career in 2003 and previously posted as Political Section Officer at the Indonesian Embassy in Tokyo (2008–2012) and served as Consul of Economic Affairs at the Indonesian Consulate General in Shanghai (2015- 2019). She holds a Ph.D. and Master of Public Policy from the National Graduate Institute for Policy Studies (GRIPS) in Japan, and a Bachelor’s degree in International Relations from Padjadjaran University.
