The publication presents an overview of the concepts, case studies and lessons from the 4th Asia-Europe Roundtable (AER) on conflict prevention which was held in Berlin, Germany, from 18th to 20th April 2005. Its key message is that actors, institution and mechanisms for early warning are already largely in place – it is ultimately a matter of political will to effectively prevent conflict.
